What does foundation settlement mean?
Foundation settlement is downward movement of the support beneath part or all of a building. Cracks, sloping floors, and sticking doors may be evidence of movement, but none of them proves the cause, location, or repair by itself.
Movement pattern
Differential settlement means one support point moves differently from another. Uniform movement, rotation, and local slab movement describe different records and may affect the structure in different ways.
Supporting material
Soil layers, fill, bearing conditions, footing geometry, and earlier excavation can affect support. The visible symptom does not reveal which layer moved.
Water and drainage
Roof discharge, grading, drains, leaks, groundwater, and erosion belong in the investigation. Water can change supporting conditions, but a damp basement alone does not prove settlement.
Structure and load path
The foundation, footing, walls, beams, columns, and framing act together. An evaluation has to connect the measured movement to the part of the building that carries the load.

Evidence to gather before discussing a fix.
Settlement is an explanation for movement. The field record needs to show why that explanation fits this building.

Establish a repeatable elevation record
Record floor or foundation elevations against a stated reference, along with the date, instrument, accessible locations, and parts of the building that could not be measured.

Map cracks and displaced finishes
Mark crack location, direction, width, and change over time. Record sticking doors, separated trim, sloping floors, chimney movement, prior patches, and earlier alterations without treating any one sign as a diagnosis.

Identify the supporting assembly
Document wall and footing materials, foundation type, slabs, columns, beams, additions, and visible connections. Old or mixed assemblies may need exploratory work before the load path is clear.

Review soil and site conditions
Gather available construction records, soil information, nearby excavation history, grading, roof discharge, drainage, plumbing leaks, erosion, and groundwater observations.

Separate active movement from an old condition
Compare dated measurements, photographs, crack gauges, and repair records when available. A single visit can document the present shape but may not establish whether movement is continuing.

Define the intended outcome and proof
Ask whether the scope promises stabilization, an attempted lift, or another result. Require the design basis, installation criteria, field logs, monitoring plan, exclusions, permit responsibility, and written warranty.
Stabilization discussion
Underpinning changes where the building load is supported.
Helical piers, push piers, and other underpinning systems use different installation and verification records. A generic pier count does not establish the design. The proposal needs to identify the supported footing, the new load path, the installation criterion, and the connection to the existing foundation.
Movement and repair outcome
Stabilizing a foundation is different from returning it to level.
An attempted lift can affect finishes, utilities, windows, doors, and earlier repairs. The achievable correction depends on the structure and site, so the proposal should separate a required stabilization outcome from any possible lift.
Safety boundary
Leave the area when the structure appears unstable.
Sudden displacement, falling masonry, a visibly unsupported structural element, or damaged gas or electrical service needs an immediate safety response. Keep people away, leave the building when collapse appears possible, and contact emergency services or the appropriate building professional. FEMA's cited checklist is earthquake guidance, so it supports this emergency route rather than classifying ordinary settlement symptoms.
