Call the engineer when the unanswered question is structural.
The strongest trigger is not a dramatic-looking crack. It is a decision about safety, cause, loads, movement, or repair design that the proposal has not resolved.
Decision checklist
Mark every statement that applies.
This routes the next conversation. It cannot determine whether the building is safe or whether a repair is required.
Start with a dated condition record and the local permit question.
No checked item does not prove that the foundation is sound. Record what changed, gather prior plans and repairs, and use a qualified local professional when the cause or load-bearing condition is uncertain.
Engineer’s role
Evaluation and design belong in writing.
Professional engineering laws cover services such as investigation, evaluation, planning, design, and responsible supervision where engineering principles are used to protect life, health, or property. The exact statutory wording and exemptions differ by state.
Ask what the engineer will deliver: observations, measurements, cause analysis, safety limitations, repair objective, drawings, calculations, inspection points, or a sealed report. “Engineer involved” is too vague for a contract.
Contractor’s role
Installation still needs a buildable scope.
A contractor can inspect access, price labor and materials, plan sequencing, install the approved system, and create field records. The proposal should identify when site conditions require the designer or building official to review a change.
Independence matters most when competing proposals disagree about the cause or when the selected repair is limited to systems one bidder sells.
State verification
Check the individual and the jurisdiction.
A title on a proposal is not license verification. Confirm current status with the state and ask whether the person is taking responsibility for the documents you will use.
Emergency boundary
A checklist is not a building-safety evaluation.
FEMA advises leaving immediately when a building appears at risk of collapse and using a building professional to check structural damage. Gas, electrical, fire, flood, or falling-material hazards belong with emergency services and the local authority before any repair appointment.
