Decision framework / water and structure
Water and structural foundation problems need two records.
In a New England basement or crawl space, water can pass through a stable assembly, load the soil behind a wall, change support below a footing, or deteriorate masonry and wood. A leak does not become structural merely because it crosses a foundation wall. The inspection has to establish what gets wet, what moves, and how the two conditions connect.
Water timing
Record whether dampness appears during rain, snowmelt, plumbing use, humid weather, or a sump failure. Timing narrows the water investigation without proving the entry path.
Water location
Map wet joints, cracks, wall areas, floor edges, penetrations, staining, salts, and pooled water. The place water becomes visible may not be where it entered the assembly.
Structural movement
Record wall bowing or leaning, crack-face offset, displaced masonry, dropped supports, floor slope, and openings that change together. One symptom alone does not establish the cause.
Change over time
Use dated photographs and repeatable measurements. A dry inspection after a wet event can miss the water pattern, while one photograph cannot show whether movement is active.
Field record
Gather evidence that can test both explanations.
The first visit should preserve the condition and its history. Repair proposals are easier to compare when each one has to explain the same record.

Map the complete foundation assembly
Identify poured concrete, concrete block, stone, brick, slab, footing, sill, beam, posts, and mixed or altered sections. Record which surfaces are concealed and whether the observed wall supports the building above.

Record water during the event
Photograph the first visible water, its path, and its spread. Note recent rain, thaw, plumbing use, indoor humidity, sump operation, exterior pooling, and downspout discharge. Do not wait for the area to dry before creating the record.

Measure geometry and displacement
Record crack direction, face offset, wall alignment, floor and beam elevations, loose material, separated connections, and opening distortion. Use repeatable locations so a later visit can show change rather than a different camera angle.

Inspect the site water system
Follow roof water, surface grade, drains, window wells, paved areas, utilities, and low ground around the building. Check whether water is directed away, collected, blocked, or returned near the foundation.

Trace the load into the ground
Follow walls and framing through sills, beams, posts, foundation walls, and footings. Record lost bearing, corrosion, decay, soil loss, earlier repairs, and temporary supports. Hidden conditions stay listed as limitations.

Write separate repair objectives
Require the proposal to state how it addresses water entry, water collection, material deterioration, structural movement, and future monitoring. It should also name engineering, permits, utilities, finish restoration, exclusions, and the intended final condition.
The record points first to a water path
- Observed pattern
- Dampness tracks rain or thaw, water repeats at a joint or penetration, or several wet areas appear without measured displacement.
- Check next
- Roof runoff, grade, downspouts, window wells, drains, sump operation, plumbing, condensation, and the exterior side of the affected assembly.
- Do not assume
- A drainage pattern does not prove the wall, footing, sill, or adjacent framing is sound. Record geometry and material condition too.
The record points first to structural movement
- Observed pattern
- A wall or support is displaced, crack faces are offset, masonry is loose, a floor or beam elevation changes, or several connected finishes move together.
- Check next
- The full load path, wall support, footing and soil conditions, framing connections, prior alterations, and whether movement is active.
- Do not assume
- A dry surface does not remove water from the cause investigation. Soil moisture, drainage, leaks, and earlier wetting may still affect pressure, support, or decay.
The two records converge
- Observed pattern
- A wet wall is also bowing, water follows a displaced crack, support soil appears lost or eroded, or structural wood and masonry show moisture-related deterioration.

- Which condition needs immediate stabilization, how water will be controlled, whether the structural repair changes drainage, and which professional owns each design decision.
- Do not assume
- One product solves both tracks. The proposal should separate structural work, water control, finish work, monitoring, and any unresolved condition.
Water-control scope
Name the source, path, and destination.
A water proposal should state what supplies the water, where it enters or is collected, and where the system sends it. Surface drainage, a leaking penetration, condensation, a wall-floor joint, and subsurface water are different conditions. A coating or seal that hides the surface is not a diagnosis of the path.
Structural scope
Name the load, failed element, and repair outcome.
A structural proposal should identify what carries the load, what has moved or deteriorated, and whether the goal is stabilization, lifting, reinforcement, or replacement. Filling a crack or drying a room does not document the capacity of the wall, footing, sill, beam, or post.

These answers route the investigation. They do not replace measurements or an on-site inspection.

Can a leaking crack be a water-path problem?
Yes. Water can use a crack as an entry path without the available record establishing structural movement. Crack direction, wall material, face offset, surrounding geometry, and change over time still need to be documented. Sealing the visible line also does not establish where the surrounding water will go next.

Can a dry foundation have a structural problem?
Yes. A bowed wall, displaced masonry, lost bearing, a dropped support, or changing elevations can require structural evaluation even when no active leak is visible. Dry weather during the inspection does not recreate the site conditions present during a storm or spring thaw.

Does drainage work repair existing movement?
Drainage can reduce water accumulation and part of the pressure a wall must resist. It does not, by itself, document that an already displaced wall is stable, restore damaged wood or mortar, or replace lost support below a footing. The structural condition needs its own stated outcome.

Who should inspect the condition?
The answer follows the unresolved question. Drainage and waterproofing contractors can document water-control scopes. Foundation contractors can document the assemblies and repair systems they service. A structural engineer belongs when movement, capacity, load path, or repair design needs independent professional judgment. Plumbing, electrical, utility, and building-safety conditions may require their own qualified response.
Immediate safety boundary
Safety overrides the diagnostic sequence.
Leave an area when collapse appears possible, a wall or support has suddenly moved, masonry is falling, utilities are damaged, or standing water may involve energized equipment. Contact emergency services, the utility, or the local building authority as the condition requires before seeking a repair estimate.
